-John Kerry in a speech in Washington, March 18, 2013, seventeen days after his department released a draft report with a benign conclusion about the Keystone XL pipeline, signalling a pending approval of the carbon heavy tar sands oil pipeline. The report was written by the “sustainability consultancy” Environmental Resources Management (ERM) and  paid an undisclosed amount under contract to TransCanada.
Approval would indicate that Secretary Kerry’s vision of precaution entails a great deal of risk, for the indigenous communities and boreal forests atop the tar sands, for communities along the pipeline who could be affected by potential spills and for the global community that has begun to be affected by the changes on a warming planet.
